몇 해 전, 국회에서 정부가 제출한 한미 석유협정이라는 것을 놓고 연일 토의가 벌어졌다.

협정은 미국 측이 일방적으로 작성한 안으로서, 그 예비토의에 참가한 한 정부관리는

"하도 한국의 주권을 무시한 일방적인 내용이기에

역사에 이름이 남을까 봐 첫 회의 이후에는 참석을 거부했다" 고 말했다.

이 협정안은 양국 정부에 의해 그대로 조인되어 국회에 회부되었다.
